I currently have a server running SP3. We have purchased a new server that will become the SQL server. All data on existing will be moved to new server. Is it OK to apply SP3a to the new server and then move the data over? Or, do I have to move the data and then apply SP3a?
Any suggestions are appreciated.

There shouldn't be a difference either way you do it.
However, if you have instances that have not been upgraded to SQL Server 2000 SP3, you must upgrade those instances directly to SQL Server 2000 SP3a instead of SQL Server 2000 SP3.
