I'm currently running MDAC 2.5 on a Clustered SQL Server 7.0 box. I want to apply Service Pack 3 for SQL Server 7.0 but I do not want to upgrade the MDAC version because clustered services does not support 2.6 or 2.7 for SQL 7.0 My question is, does does SP3 upgrade the MDAC version?

That is ok, when I ran SP3 it did not upgrade the MDAC version.

Typically, when a service pack is going to upgrade the MDAC, it's listed in the Readme.htm file Microsoft packages with the SP. SQL Server 2000 SP3 is like this: it tells you it'll install MDAC 2.7 SP1.
For instance, SQL Server 7.0 SP4's Readme.htm has this language:

Executes the Mdac_typ.exe from MDAC 2.1 SP2. This installs the MDAC 2.1 SP2 core components and the versions of the SQL Server and MSDE client connectivity components that were included with Service Pack 1 for SQL Server 7.0 and MSDE 1.0.
I should note that this is from the "4.0 Redistributing Database Components SP4 Client Components" section.
