Has anyone ever ran into the is problem. First time trying to set up a SQL Alert.

Looks like an SSMS/gui error. Try rebooting that computer, or connecting with SSMS from a different machine?

Thanks Eric, I got the same response when Googling so I tried to do it locally logged on to the server and same error happened

Seems to be a GUI problem.
Can you create the alert and its response manually via a TSQL panel ?
