Are you sure you updated the correct instance? If you're running multiple instances, you do have to run the update on each instance separately. If you're not running multiple instances, I'm not sure -- try re-applying the Service Pack...

How are you obtaining this number?
Reason being, if you get it from the registry then there are a couple of places to look.
This location gives the original version:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\MSSQLServer\MSSQLServer\CurrentVersion
Where this version contains the newest 'hotfix' which is what you're probably explecting to see:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\MSSQLServer\HotFixes
If you just do 'xp_msver ProductVersion' then that should be correct...

Is this MSDE? I had the same issue with a vendor installed MSDE instance when I attempted to load SP3a. Investigation revealed that they had not set an 'sa' password which caused the upgrade to fail. I had the same symptoms as you - installation would complete, show no errors, but the version reported was still wrong. If you don't have an 'sa' password, either set one (strongly reccomended) or run:
