With respect to Server plus CALs,
because Microsoft says this "(for example, approximately 25 or fewer devices per processor for Standard Edition and 75 or fewer devices per processor for Enterprise Edition). The device CAL model will likely be more cost-effective than user CALs if there are multiple users per device (for example, a call center or an airport kiosk)."
when they say per processor, I was wondering if Server plus Cal means irrespective of processors, we just pay for a server plus the CAL's?

If you are licensing SQL Server per device/user, then the number of processors in the server do not play into pricing. This only occurs if you are licensing SQL Server on a per processor basis.

Lynn is correct on this. Let me throw in that you should evaluate which method suits your environment best. If you have purchased processor licenses, there is no need to have purchased the CALs. If you will have 1000's of user connections at a time, you should consider licensing by processor.
