What are the issues with Restoring a Master + User DB's to a Standby Server with a Different Name ?
(Standby Server NT name: SQLST1
Standby Server: Master..sysservers - the field for Server Name is SQLProd)

Master contains all the server wide definitions for the new server. Unless the new server is physically exactly like the old one, I'd avoid this. The only reason to do this is the login/passwords might be needed.
For user databases, no issues.

Would be better to just Restore all User DB'ds, then fix the Login issue ?
(these are 7.0 SQL Server by the way)

Also if you have a standby server for quick return and it is running on the network you may want to consider some type of replication. If you use transactional replication you may be able to return to work with all data to the point of the original server failing. The do whatever to fix your original server and flip replication the other way, keeping the original server as the standby this time. Several groups I deal with do this.
