The functionality (and, in this particular case, syntax) are part of the ANSI SQL99 standard.

I like standards - in terms of if you are going to implement some functionality and there is some standard syntax for it, you should use it - but if it is proprietary functionality then you have to go out on your own with syntax anyway..
Good to see these new functions - they and the Top N ability will make many filtering tasks infinitely more straight forward! Nice article and explanation too
