It is included on SQL Server Standard edition or higher.

Which is sort of annoying!
It means that home developers and/or people trying to 'break in' to SQL development have a huge barrier to entry. I understand why Microsoft do it but I would still like to see a lite version that allows you to develop packages and run them from BIDS against an Express database. You would not necessarily need to let people compile and deploy the packages but at least they could learn how to write them!

for developers, you can buy the Developer Edition of SQL server, which would include everything that exists in enterprise Edition, but is licensed only for testing/development.
that will cost you about $44 dollars US(i bought mine on Amazon) , which is a small investment when it comes to technology and applications you might need to learn.

You can also download evaluation versions (full) of SQL Server from MS ... 2012 looks like it's a 6-month eval. It's something to at least get you started without any cost.
