How can you change application password without give to developer ? Some application use old technology - ini file. They are the one control the application.

I don't believe that SQL Server can handle what you are asking for. You would have to write that into your application. I've worked in shops where un-authorized changes to production data will get you fired. Why not change the production application ID's password and not give it out to developers? If they need to access production data to research a problem, create a developer account and only grant them read access to the data.
