what's difference between Discretionary control and Mandatory control ?

Discretionary/optional would be what you deem best practices and necessary for your organization.
Mandatory controls are the types of practices required to pass audits and keep your network, data and organization protected (SOX, HIPAA, Privacy and PCI as examples) and that will give you a better chance of not being liable in the event of legal action.

Off the top of my head - no. I would need to Google it. During audits in the past, we have had a publication of Mandatory controls issued to us from the Auditor.
