Is there some way to grant rights to a user to be able to alter DTS packages that they are not the owner of, without making them sysadmin?

Have a look at this article, which may provide a possible solution.

When you save the DTS package you can specify an owner password. If you do this, even sysadmins won't be able to modify the package without it, but anyone who knows the password will be able to make changes.
