Not sure where to start with this question so I will explain how to get there and maybe someone will know how to shut it off.
Go into Enterprise Manger
Right click on a table then choose Open Table> Return all Rows
When the results come up, right click a menu comes up.
On one of ours servers this menu always displays when the results come up without right clicking it and I don't know how to shut it off. It is like locked into the left corner of the results panel. If you right click it will move, but goes back to the left corner. it will not disappear. I don't use Enterprise Manger to see the results, but other do and I have not figured out how to stop it from displaying this menu all the time.

I know of no setting that causes this. Is the menu the standard menu for this screen and is this occurring on any machine connected to that server or only on a specific machine (such as the server) under a specific condition (when use remote desktop)?

It is the standard menu.
I can register the server on my computer and it does not come up.
When you net opt into it, then up comes the menu.
