    I am about to test a restore strategy using T-SQL. Can anyone confirm whether I need to use the RESTRICTED_USER parameter or is the database automatically out of reach of the users when doing a RESTORE ?

    You don't need to use the option. No user can access the database been restored. Once you finish restoring all your backups, or restore the database with the recovery option, then the db, will be operational.

    Besides, you can't set the option to the DB that you want to restore.

    If you need that no user is connected to start the restore, then you should kill your connections to the database, and then start the restore.
