We recently did a database restore from a full DB backup and a differential database backup. Some users questioned whether the restore operation changed any of the database settings ( ANSI NULLS and ANSI NULL DEFAULT ). Are there any known issues regarding this?

Not that I'm aware of. AFAIK, a restore should put everything back as expected. If it was a different server default, perhaps it changed. An interesting thing to look at.

I've never had a problem with this either. Even when moving from one machine to another. Did they perhaps change their settings in QA and not realize it?
