Hey,
I wanted to ask if its possible to take a backup from
9.00.4035.00 sp3 enterprise edition and restore it to
9.00.1399.00 rtm enterprise edition?

That should work. AFAIK, the database version is the same on SQL 2005, regardless of Service Pack.

but some people say that the "If you're using a newer version of sql server (patch or service pack included) there are possible changes that may NOT allow a backup to restore to an older version."
How far is that valid?
If thats correct, the restoring shouldn't start itself or can stop after some specified restoring operation done??

It's possible unless you're using the VARDECIMAL storage option that was added in SP2. Enabling that option bumps the internal database version and if that version is higher than the version of the server you're restoring to, the restore will fail.
