That depends on your definition of "Restored Completely". If you can access the database (period), then your database is recovered. Could you give us some details on the problem or question you have in your scenario happening right now?
In what way would someone walking up to your desk (not knowing anything about your database) suspect it wasn't completely recovered? Do you have some reports that show incorrect data or something? When you query the database does SQL return an error saying that "...database xxx is in the middle of a restore"?
