  is it possible to create a proc ofr restoring a dataase using "with execute as" or may be create a job for restore and provide permissions to a user to execute it and pass db name as parameter to the job?

  Sure, it is possible. Are you talking about restoring in production server by anyone? Or are you talking about a test environment?
