Hi Chris,
I guess the short answer would be "because only the other three are verbatim quotes from the BOL page referenced in the answer explanation".
The longer answer will probably be different. It will be either a long and philosophical discussion trying to convince people that, even though merging changes from the distributor is in fact a way to apply changes to the subscribers, the latter is more generic and blah blah blah. Or, more probable, it will be an apology and points awarded back. 🙂

If the Merge agent does not apply data changes to the Subscriber, then what does? There is not Distribution Agent in Merge Replication, is there?

Merge Replication is 2-way. Basically all choices are valid.

That was the way I read it also. It doesn't explicitly say in BOL that it applies data changes to the Subscriber but from reading the description it seems to me that it performs this function.

Nice question, I learned something (it's very easy me to learn something new about merge replication, as I've never used it).
