I have a consistent need to do remote ODBC setups and can do so via vbScript & WSH. However, I cannot find some essential properties or any way to set them (e.g. create temporary stored procedures, network library, encryption, translation etc.). Any ideas on how to set these properties remotely.

It's not clear on what exactly you are trying to accomplish but you may want to look at creatingh a DMO based application.
BOL has details on the COM (ActiveX) interface. It looks a little daunting at first but once you dig into it it's pretty clearly laid out.
