With a remote distributor in SQL Server 2014 Merge replication. Does the remote distributor instance need to be at the same edition (Enterprise) as the Publisher? I'm sure I read that it did, but I can't find the link?

Don't think so - peer to peer requires all nodes be Enterprise.
Features Supported by the Editions of SQL Server 2014
The limits are more often related to mixing versions - maybe you were thinking along those lines:
