Is the server clustered? If so you must manage start it with cluster services ....

Try this....
Go to the servers SERVICES and look for a SQLSERVERAGENT service. Make sure that its start up type is set to automatic.

I had a similar situation with services running under domain accounts when problems with the domain controller prevented the 'log on as service' being pulled down through group policy. I had to go into Services and re-enter the password for the services. Then they restarted fine.
