  I read MSFT documentation few times but couldn't find a clear answer. I understand it is recommended to enable read-only caching at underlying LUN from Azure portal for a given VM, my question is , is there something i need to do on the disk at the OS level? Do i need to enable read-only caching at the OS level also?

  AFAIK, this isn't an OS setting, but something you'd set disk by disk.
