Hi,
If I use SQL authentication,not Windows, are there any ways/tools that can disable SQL login after N times unsuccessful logon attempts?

Not as far as i know. This is one of the reasons why MS recommend that Windows authentication is used - more protection.
I guess that you could run a trace via profiler and keep a track of all the failed login attempts.
