What administrative tools/utilities are installed with a "base" install of SQL Server Express (e.g., ability to issue command-line SQL, GUI's for accessing/adminstering databases, etc.)? Are these things that I would want available to end users? If not, can I keep them from installing?

Well - there are now several "base installs" of SQLExpress. The most recent one includes SSMS Express (SQL Server Management Studio for Express).
The original base install didn't include it and required that you download SSMSE separately.
Personally, I think trying to prevent them from installing is a losing battle. Of course - you can't manage what you can't see, so setting up a good secure system (and possibly not sharing that access with your client) would limit what they can do. Possibly encryption as well - but that tends to be a performance killer.
