I'd also suggest you clarify the requirement to delete all data 10 years or greater old.
Is this measured from time of creation, time of last update or something else.
Also are they wanting data deleted from all 700 tables or only a subset of those - if for example you have an office table and some of those offices are over 10 years old do you delete that. If so what do you do with any newer data referencing that row - delete any rows referencing the office even though those rows are less than 10 years old or leave the office as is. I suspect the latter is more likely to be what is required but if you are talking about batches rather than offices then the former may well be desirable.
