I also have the problem.
Tried the above, but when opening the msc file from inside mmc.exe, it just pops the same error.
Only thing I haven't tried yet, is re-installing the OS.
Any other suggestions?

Fixed the problem on my side.
It seems to be connected with the msxml.dll files that are in the system directory.
My msc (enterprise manager) programs were working until I ran a patch that did something with the msxml.dll files.
All of a sudden none of the msc apps worked.
Solution:
I unregistered msxml4.dll
then I registered msxml3.dll
and now everything seems fine.

This solution worked for me ...You are great
Navigate to this folder: C:\Documents and Settings\UserName\Application Data\Microsoft\MMC and delete the SQL Server file. Restart Enterprise Manager. It should work.

WOO HOO!
I unregistered msxml4.dll then I registered msxml3.dll
....
and IT WORKED!!!
