I have a report with 3 pages, but it prints 6 pages. The empty pages are printed right after the good one with Page Header information. In other words, it prints page 1, then a blank page 2 with just the Page Header, then page 3, then a blank page 4 with just Page Header, etc.... I cant figure out how to remove the blank pages.

Chances are the dimensions of your report are exceeding the size of your page.
Make sure the width and or height of all your report parts plus margins is less than the report size. For example, if your page size is 8.5 x 11 with .5 margins all around, your report body can't be wider than 7.5 x 10 (.5 + 7.5 + .5 = 8.5). For height, calculate margins + page headers + report body + page footer to <= 11.
SSRS is extremely picky about this. So much so that I usually leave at least an extra 1/8 " all around.
