This usually happens to me when either the report header/footer/body sections are too wide for the width of the report. The extra (usually blank) space at the right of each page is printed on a new page. Check the width properties on these sections and the margin properties for the report itself.
Eg. An A4 sheet of paper is 21cm wide, if your report margins (left and right )are set to 2cm then the width of the header/footer/body sections should be no more than 17cm.

I agree with Nigel! Something about the width of the report layout makes the page go to another page....but it shows as blank if you're right on the line of width.
I usually implement 1" margins for a portrait layout (there's 2" of the 8.5" to play with gone....so 6.5 left right?????), but only go to 6.45 or slightly lower for the width, and don't try to go right @ 6.5" for an 8.5" x 11" layout. SSRS seems to be a bit picky about this.

Check the Layout tab. If you report components have white space on the sides or at the bottom and the white space exceeds normal page size, it will print blank pages, regardless of whetheh your report is within normal page size or not. The white space on the right is the worst culprit, as it will print at least one blank page for every page in the report. Size the white space back to the RH edge of the last item in your layout.

Check: Layout tab/menu Report/Report properties/layout tab/margins...
