If a developer accidentally deleted a complex stored procedure while attempting to upload it to the central server using RedGate SQL Compare (the sync went in the wrong direction), can the developer do a point-in-time restore if the local dev database was not being backed up? It seems like all the transaction info would be in the ldf file, so I would think there is probably some way to do this. Thank you.

Not using standard MSSQL tools unfortunately.
However, you might be able to use LogExplorer? I've not used it myself but I'm told it's a very powerful tool for exploring the transaction log for auditing, etc purposes.

I have not used LogExplorer, although I see they have a free trial. Thanks for the idea.
