I have created sql server 2008 r2 standard edtn 64 bit active active cluster on 2008 enterprise edtn.
My cluster is not doing failover.If i am down one machine cluster is not moving.virtual ip is not pinging.
The program files and program files(x86) folder is showing on c:\.
During installation I have selected the instance root directory as C:\Microsoft SQL Server\..
Please help or is it Any firewall issue?

Can you provide information regarding the installation of SQL Server on the two nodes?

You probably need to take this step by step.
First, you say you are running Active/Acvtive. This means you have at least two clustered SQL instances installed, and instance1 is active on node A and instance 2 is active on node B.
Does this match your starting point? Are these both SQL DB clusters or are any of them Analysis Services clusters?
Second, what type of quorum are you using? When you force a failover, does the Quorum know that this is happening? Also, when you force a failover, what resources come online to the second node?
I always have windows firewall active when I run a SQL cluster on W2008 or above, and providing the right ports are open I have had no issues with failover. If your firewall is part of the problem, it is simple to test this - stop the firewall on both nodes and try a failover. If it works then you know that a port needs to be opened, but if the failover does not work then you know that the firewall is not relevant to this stage of the problem.
