Correct and incomplete answer: "This lets me know if the Order table is in the buffer pool", it always returns false.
Ambiguous answer: "This tells me nothing as tables cannot be pinned in SQL Server 2016".
Starting from sqlserver 2005 pinning tables has no effects and the property always returns false.

I knew the pinned tables went by the wayside years ago, but I don't believe the DBCC command returns an error for backward compatibility.
Granted, I haven't tried in years.
