    Your problem is that postcodes are designed to direct mail so postcode districts do not always tie up with geographic areas of administration.

    I suspect you are going to need all the full postcodes of The City to do this.

    You could start by contacting the City of London Corporation or Royal Mail.

    That's very true. Getting in touch with those agencies is probably a step too far for this situation. If I have to repeat the process at a finer level I might head down that road. At the moment the powers that be are happy with a mostly-right quick-fix because it's better than the completely-wrong slow-problem they did have.
