  With SQL 2000 you get the Personal SQL Edition which gives the local workstation SQL with the SQL tools (Enterprise Mgr).  What is there in 2005 that is the equivilent to load on the local workstation to give them SQL with the tools?

  I think the SQL Server 2005 Express Edition is what you are looking for.
