To schedule SQL Jobs (DTS - Import Export etc) does a user need Sysadmin permissions on the database server? If no, then what permissions are required to perform this operation?

I'm assuming you're on 2005 being that you're in the 2005 forum?
With 2005, there are now SQL Server Agent Fixed Database Roles: http://msdn.microsoft.com/en-us/library/ms188283.aspx
If you're 2000, than I'm pretty sure that you do need to be a sysadmin to do anything with creating/modifying jobs.
