I'd like to know the answer to that too. As far as I can see, CREATE and ADMINISTER work with similar syntax. If you can call CREATE a permission then you an call ADMINISTER a permission too, and vice versa.

Administer was not listed, and I'd forgotten about it. I've awarded back points and changed the question to reference database level permissions.
