You are asking very large question in a very small place. I can tell you this from experience that that there is no text book answer to this question. Yes, There are some recommended guidelines you can follow. But ultimately tuning will depend on what kind a system you are running and you would have to watch the system intensely over period of time with different setting.

If you want to learn performance tuning you need to learn everything SW as well as HW.
Always ask what you want exactly...instead open question...
