If the password policy is enabled for the logins.Does the sql server prompt to change the password before it expires?

Nope. Windows will, SQL Server won't.

Does the SQL SERVER password policy inherited from the windows or is it possible to setup own password policy for the sql logins ?

Enabling password policy in SQL Server, unless I'm badly mistaken, makes SQL Server use the policies from Active Directory (Windows security).

Is there a way to configure policy for a sql login without using the windows policy ?

I guess it depends on what you want to do. Are you just looking for making the password expire after a certain amount of time, or for password complexity, or something else?
