What object(s) have you put on your design page to create the report, ... table, matrix? Also, if there are so many records to display, have you instigated any data filtering within the report to restrict the number of pages being displayed to the use?

In report properties, layout tab, what is the page hight you have given? if you reduce it then the records will be displayed in different pages

I think this is more a case of the purpose and use of the report needs to be revisited and maybe the selection criteria adjusted to provide a smaller list of records that is not difficult to browse and navigate.
Eg: Provide a short summary report that allows users to drill-down into detail as required.
We had general ledger report that contained in excess of 30,000 rows every time the report was run. This caused no end of hassles because users where frustrated with having to scroll up and down the page all the time.
To fix this we provided a summary report be General Ledger category which equated to 20-30 rows. From each of these categories the user was able to drill down to a summary by General Ledger Codes (15-20 rows) within that category and then drill down a further level to the detail rows for each General Ledger Code (100's).

Good Day Ruzha, while you have to remove the scroll bar to have paging, i have to do exactly the opposite. I need to disable the paging, show the reporting in one page with a enormou scroll bar.
how did you do that?
