Where can i download the driver for this? for 64 bit windows server 2008 R2
Install the driver you want on the computer that is running SQL Server. Microsoft only supports Microsoft OLE DB Provider for Oracle.

typically you install the oracle universal installer on the sql server itself, and then configure/copy your tns files , and prove you can connect via typical Oracle tools from the Server you just installed the tools on.

once that is in place, you can create a linked server on the SQL ser ver to connect to Oracle using the driver you just installed.
