We are able to replicate(merge) to a few contries in Africa and Asia but are having problems with replicating to India.We get these messges in Agent History."The merge process could not perform retention-based meta data cleanup in database 'DatabaseName'." and "The merge process could not initialize the Publisher 'WEB:DatabaseName'."

I have seen this a few times - in my cases it was always due to 1)poor network connectivity across a LAN or 2)the Windows NT/2000 'server' process which runs (not SQL server itself) networking had a problem on the remote machine - look at event log of remote machine (usually due to some other software). Cleaning up the metadata is one of the first processes run by the merge agent if you are running SQL2K with SP1+ so when I get this error I look at connectivity/machine issues first before investigating SQL server itself.
If you are running remote DCOM agents with poor connectivity expect spurious error messages. I ignore them unless they don't go away.
