It could be because your sql brower is not running. Check it and start if it is not running.

REPORT_DEV>>MSSQLSERVER>>SuperSocketNetlib folder
therer should be one more folder "Tcp"
can u please tell me how can i generate it ?
Editing the registry is a very poor methodology for working with SQL Server. Look at the configuration manager and check the instance to see that it has TCP enabled. It doesn't sound like it is.

Finally , i got the area which was making issues , that was actually my mistake ? .
The first instance was installed with sql server 32 bit while new instance was installed with 64 bit . that was main cause of this CRAP.
Now I installed both instances with 64 bit version , now everything is running fine ?
