Not to get overly far off topic, but no...that's not exactly an oxymoron. One body part not working doesn't mean the other one isn't. It would involve a lot of visits to a specific kind of specialist to "facilitate" said 1000 generations of impotent offspring, but still - technically possible....
Still sounds like a fitting punishment.
