Sql jobs using "sa" privilege shows the "Next run date" properly as scheduled. But through a regular SQL account (without "Sa" privilege) shows "Date and time are not available" through EM. any idea why?

Could it be that you just need to refresh the screen? EM is notorious for not showing the most current information, and must be manually refreshed. Right click on the window showing the jobs, and select "refresh".

refreshed several times, but it never. even exit once and then back to EM, did not help. at the same time through "sa" account it is instantly refreshed.

Are the job and schedule both enabled? I tried changing a job on my test server to a non-administrative loginid, and it still showed the schedule properly. When I disabled the schedule, it showed "date and time are not available", as expected.

This is a security issue. Only SA, or people with certain priveldges have the ability to look at jobs and the details of those jobs.

I was under the impression that the non-administrative account is the account that the job runs under, rather than the account attempting to see the job details, and that you are looking at the details from your own account in both scenarios. But Chris brings up a very good point. A non-administrative account would not have view rights on a job. Is this what you are experiencing?
