I have a database with two data files in the primary file group. The first data file (MDF) is set to not allow growth because the drive it is on has no more free space. So the second data file is on a separate location and is set to allow auto-growth. However, the second file will not auto-grow automatically.
Has anyone seen this behavior before, maybe a setting or something.

Can you script out the db so that I can do some tests here?

This article may have something to do with it... http://msdn.microsoft.com/en-us/library/ms187087.aspx i.e. Round-robin can't expand first file so it will not expand second? Just a quick thought...

I'd give more credit than that to the ms engineers. 😉
<untested answer obviously>

Maybe we should start with... How do you know it is not autogrowing? Errors? file size? Specifics please...
