We are testing a third party package and they want us to configure Always On. My question is in a test environment can we configure everything on one server? By that I mean do I need an extra server for Windows Server Failover Clustering would like to do all on one server

You could build a 1 node fail over cluster and install SQL as an instance, then create an availability group.
Not true HA as its 1 node, but you can still configure AOAGs

AlwaysOn Failover Cluster Instance or AlwaysOn Availability Group?
