Here's a link from Microsoft about setting up Microsoft Transaction Server. ociw32.dll, according to the document, belongs to Oracle:
http://www.microsoft.com/technet/archive/default.asp?url=/TechNet/archive/transsrv/setup.asp
quote:
Oracle Clients on Windows NT or Windows 95If your Microsoft Transaction Server components access an Oracle database on a remote Windows NT or Unix system, ensure that the following Oracle client software is present on your Microsoft Transaction Server system. Ensure that the client software is at the proper version level. The table at the beginning of the Required Software section specifies which versions are needed.
Component
Oracle OCIW32.DLL
Oracle SQLLIB18.DLL
Oracle XA73.DLL

Did you ever setup a linked server or a DTS package that referenced an Oracle databse. If so and you removed the client that reference is being fired.
