This one's a critical... affects just about all clients. Most IIS servers are safe:

Clients running MDAC 2.7 are safe. This includes Windows XP, which shipped with MDAC 2.7.

I'm looking to determine if DBA's are throwing this onto PRODUCTION Servers ASAP, or are they using some caution in rolling this out. What implementation strategy are most shops using?

Hot Fixes are not generally tested as well as most SPs, so I wait a week or so before I install. Unless I feel I may be directly vunerable in an immediate way then I test on a test server I have setup and my local machine to see if any issues, if not I roll immediately to production after I do a full backup of all databases and the server install just as a safety measure.

This one is much more critical to client systems. If you're not connecting to the Internet and your SQL Servers aren't Internet facing, you probably want to wait a few days unless you have a dangerous internal threat.
