Hi this is my first post!
Several days ago I ran into a problem with my Development SSRS box. I upgraded from SQL 2008 to SQL 2008 R2, and the OS was 2003 but has also now been upgrade to 2008 server. The problem started when I moved the SSRS databases from the original SQL instance to a new one I created just for SSRS. During the configuration of SSRS using Reporting Services Configuration Manager I'm able to configure all options except on the Encryption Keys page. I only have Restore and Delete available, and Backup and Change are greyed out. I didn't think this was a big deal until I tried launching my SSRS report pages on IIS, and I receive now is a message stating 'The report server installation is not initialized. (rsReportServerNotActivated) Get Online Help'
Has anyone seen this issue? Any ideas on how to address? Or can someone point me in the right direction?

you need to restore the encryption key from the SSRS instance you copied the RS database from
