Is there any chance to create mirroring on local pc (1desktop)
my pc not in domain

Yep. You can do that. But you need at least 2 SQL Server instances to setup mirroring.

You can also create virtual environment by VM Ware or Microsoft Virtual Machine.

yes, we can setup mirroring with more than one instances in the same machine by configuring principal server and mirror server and an optional server called witness server.
