  No. You need Standard at least, Enterprise for serious use. See http://www.microsoft.com/Sqlserver/2005/en/us/compare-features.aspx#highavail and http://www.microsoft.com/sqlserver/2008/en/us/editions-compare.aspx

  Workgroup can only act as a Witness.
